Exemptions from providing security information

In compliance with Article 7 of Regulation (EC) No. 725/2004 of the European Parliament and of the Council on enhancing ship and port facility security, when an international scheduled service is operated between two or more Member States, any of the Member States involved may request of the other Member States that an exemption be granted to that service from the provision of security information prior to entry into a port.

An exemption is granted only if the requirements laid down in Article 7 of Regulation (EC) No. 725/2004 are being met. In case a scheduled service is changed, the shipowner shall submit a new application for being granted the privilege of exemptions from providing security information, and the vessel shall provide security information in accordance with Regulation (EC) No. 725/2004. An exemption is granted on the condition that the ship holds a valid international ship security certificate and has security level 1.

Pursuant to Article 7.3 of Regulation (EC) No. 725/2004, the Estonian Maritime Administration shall periodically check that the conditions concerning exemptions from providing security information are being met. An exemption may be withdrawn if the conditions laid down in Article 7 are no longer being met. A new application may be submitted after 3 months.

In order to be granted an exemption from the provision of security information, the shipowner or the shipowner’s representative shall submit a written application and fill in and sign the necessary form (see: appendix below) to the Ship Supervision Department of the Estonian Maritime Administration:
